Central Louisiana Human Services District (CLHSD) will be soliciting services for a residential treatment facility for women and dependent children, including Temporary Assistance for Needy Families (TANF) eligible families, throughout the state of Louisiana through the issuance of a contractual agreement for the period of three years beginning July 1, 2020 through June 30, 2023.  At a minimum, the 20 bed facility should meet standards for a 3.1 clinically managed, low intensity unit.  The primary goal for TANF in Louisiana is to provide families in need with a combination of financial assistance and work opportunities so that they can eventually become independent.* Providers will be required to demonstrate that they can secure a facility for their services no more than 50 miles from Alexandria, Louisiana in one of the eight parishes served by CLHSD (i.e., Avoyelles, Catahoula, Concordia, Grant, LaSalle, Rapides, Winn, and Vernon). Providers will be required to demonstrate that they can provide structured, supervised, residential treatment services 24 hours a day, seven days a week using treatment models that are research-based and outcome-oriented for individuals with addictive disorders who need to begin the process of physical, mental and emotional rehabilitation.

Interested parties must respond timely to the solicitation deadline and clearly show that they can:

  • secure a licensable facility for said services;
  • provide services that are reimbursable by Medicaid, TANF (for room, board, and treatment), or other third party payers. TANF shall act as the payer of last resort for persons who qualify for the resources described by TANF funding;
  • provide treatment services by certified, licensed professionals with experience in such treatment;
  • provide support for women in recovery from substance use disorders, including pregnant women and women with dependent children.
